The Ambassador and Management Counciler will not know the answers to these questions because the anonymous “order” to evacuate USAID personnel is nonsense. It's important to ask these basic questions to highlight the fact that there is no guidance for even the most basic questions.

Status Clarification
- Is this a TDY, punitive administrative leave, PCS, or ordered departure?
- You should ask the Ambassador directly whether she is ordering you to leave the country under ordered departure, or whether she is relying on USAID’s chain of command.
Family & Employment Considerations
- If this is anything other than PCS, why is my family required to leave as well?
- Can EFMs continue working at the embassy while we are on administrative leave?
- If this is not PCS orders, why should EFMs be required to stop working?
- How can we stay?
- What is the process for my family to transition from a diplomatic visa to a civilian visa so that the kids can finish the school year?
ICASS & Education Fees
- When, if at all, will the embassy cut off ICASS services, and why?
- If this is not PCS orders, why would ICASS services be terminated?
- Will the embassy attempt to claw back education fees from the schools?
- Has the embassy checked with the schools to determine if it is too late in the year for that?

- What is administrative leave normally used for?
- Is there a limit to how much administrative leave can be used in a given year?
- Does time on administrative leave count as notification for anything?
- Can time on admin leave be counted toward a 60-day or 90-day RIF notice?
