The government announces the shortage.
The need is made public.
Tuition is offered to select trainees, including prison inmates.
Once they graduate and are formally hired, the worker chooses from the following options:
- Volunteer work while employed to repay the original loan
- Work for the federal government for a set number of years to cover the debt
- Or simply repay the loan over time—no exceptions
